I think I may have seen dogs on short leashes, Keep in mind this is a beach that Varieties of Vehicles drive on and while most are cool, some are not, our camp site was good with dogs, on a short leash, and I've seen a few rentals that are dog friendly. If you have an RV you're in. There is a dog place/vet daycare if you need day time off. We left our dog at home, you may want to keep your dog away from the Auto area, but its posted for sure where you can and can't take your dog! Dog on ATV, You'll get a ticket, DUDE! Have fun! Its a blast there.
Camping is not permitted on Pismo Beach proper but it is permitted just a few miles south on Pismo State Beach. Pismo Beach does have a large recreational vehicle park...
