Yes - there is a swimming area at Tugaloo State Park, as far as a sandy beach portion. The lake itself is beautiful. Not sure about a lifeguard though.

There are Park Rangers living on the property and they definitely patrol the speed of cars on the roads. The camp hosts in each section are also very attentive and watchful. Actually, the thought of safety has never even entered my mind at Tugaloo - probably due to their collective presence. Watchful and friendly but it overbearing.
