I don't know the hour of operations, but I would personally be there between 09.00 and 17.00. The monument is always there to be seen from the outside. It is a different story if you want to go in. We were told you need to be a group of about 10 or more and get approval from the ministry of culture before you can be allowed in. However, the guides allowed us in after squeezing some money out of us.
