Hi Caz5963, There are only two seats in the buggies, only those with a driving licence can drive, otherwise they have to remain as a passenger. Can the other person you're going with drive? I think someone will have to drive themselves and the other will have to drive your 16 year old. The guides drove the jeep in front of us, one took photos throughout and the other drove it so i doubt they'd go in the buggies with you. Hope this helps
