I saw lots of kids but don't know if they were by themselves. Go to their website and you can contact them and ask. I think at your age it would be fine. It looks like they have trips scheduled about daily in the coming weeks and it would only cost you $15 each as a child rate.
A friend, with whom I'm travelling in March 2017, is mobility impaired, having to walk with the aid of two walking sticks, and has a fused knee and ankle. I understand there are three "steep" steps to board the train? 1. Is it feasible for him to travel on this train? 2. Is there a photo of the carriage/s so he can see the steps involved? He is keep on travelling in a steam train.

There are two steep steps to get into the train carriage. Have a look at the gcvr website for more info.
