Mr. Ntakirutimana was originally convicted by Trial Chamber I of ICTR in February 2003, for his role in the 1994 Genocide against the Tutsi in Rwanda and was sentenced to 25 years of imprisonment.

He made the remarks while opening the East African Legislative Assembly (EALA) special sitting at the Parliament of Kenya on March 5, 2024, on the invitation of the Speaker Joseph Ntakirutimana.
