The idea of combing it with another caster who uses Toll the Dead is interesting, but rather than doing Xd6 damage with Mind Sliver (admittedly with a better save) you could do Xd12 yourself with Toll the Dead yourself. It seems too unreliable as another party member might end up 'using' Mind Sliver. In any case, Twinning Mind Sliver might be worth it if one of the party members has a big AOE.
