Honestly it started out even more generically than Fairy Tail did. So far the only main character I like and who seems to be interesting at all is Leorio. One supports each other, there is nothing like, reading the fights, and seeing them animated. "When does One Piece get good", is a difficult question. I was always into it, and my excitement was just escalated.

If you mean when does Bleach stop being an episodic loosely connected series of individual stories then the start of the Soul Society arc would be the point you're looking for (episode 21 and chapter 70), but for that to be any good, make sense, or have any impact on you you need to watch/read the early stuff.
