Tim, same issue in my organization: The Teams configuration "Open by default in desktop app" for Microsoft 365 Business Users does not work and shows as Read-Only for the documents.

The Teams desktop and web apps for Windows and Mac now enable users to configure the default app used to open Word, Excel, and PowerPoint files that have been shared in Microsoft Teams. Users can configure Teams to open the file directly in Teams (default), open in the web browser, or open in the Word, Excel, or PowerPoint desktop apps.

The only difference is that I need to do right click and press open instead of a double click on the .pdf file, then the pdf file will open in my selected pdf viewer. Checking the box "always use this app" doesnt help. Opening other files works fine, e.g. for pdf files Outlook uses the Standard app.
