Balanitis is a wide term used for any kind of irritation or infection on glans, so it is not a disease just a wide term for something that might be for example fungal, bacterial infection, allergy to some products, etc. This looks pretty much like fungal infection to me, perhaps your treatment was not suitable for it or it was too short.
