Theres a spot near a pile of ruins where the ground glitches you can fall under it & walk to the Door & get in side you'll have to youtube it its bit hard to describe in detail, but once inside the guy gives you free training doesn't get more simple than that.

The Recon Armor is more suited for stealth characters, it gives +5 to sneak and has 32 DR, the power armor has 48 DR and gives +2 STR, -2 AGI and +13 Rad Resistance. The recon armor is pretty hard to repair without the use of an NPC because it's quite rare. So keep that in mind too.
