Tbh in the case of a GPU bottleneck, the CPU isn't "expecting" anything. It just does its job with a renderer that doesn't reflect its full performance. Whereas with a CPU bottleneck, the GPU is indeed "expecting" the CPU to allow higher throughput so that it can perform better.
