Windowed mode locks the frames, fullscreen allows you to see them. in advanced display settings in windows, make sure it's whatever your monitor is: ie. 60hz, 75hz, 120hz, 144hz, etc. Then when in roblox, set that to the same. This can happen if your frame rate is set to 59hz instead of 60hz.
