Oct 17, 2020 · Solution: try to install a new version of openssl (>1.1.1f) manually. I upgraded from 1.1.1f to 1.1.1p and it solved my problems, no extra configuration required. I also read similar cases with 18.04 -> 20.04 and 1.1.1f which affected other guys. The manual installation looks like:

Nov 20, 2021 · Here is the solution : https://askubuntu.com/questions/1233186/ubuntu-20-04-how-to-set-lower-ssl-security-level. Late openssl package is configured to forbid the usage of TLS < 1.2 however, the first curl request shows a communication using TLS 1.0. So in debian Buster openssl package was too new. I didn't have to downgrade Openssl.
