Later they show up when the Owl invades Ashina, but if you choose the Shura ending, it is revealed that the Owl is not part of the interior ministry but rather wants to overthrow it.

2019年5月16日 · The enemies I'm talking about in particular are the Interior Ministry Ninjas. I've dealt with almost every other common enemy thus far pretty easily, but these guys just take the dial and turn it up to 92. Parries really don't seem to do anything to them and they drain my posture far quicker than I can drain theirs. Any tips for them?
