Nope. Notice how swarms say "[size] swarm of [size] [creature type]" in their stat blocks, not "[size] [creature type]." For example, a swarm of rats is considered a "Medium swarm of Tiny beasts," as opposed to a Medium beast or a Tiny beast. It's still multiple creatures, just abstracted into a single stat block for simplicity.
