2013年4月24日 · The biggest plot hole here is that Kami* could not have created the dragon balls until he was Kami. Its possible that being the guardian is just a rule, not an actual prerequisite for the knowledge of creating the balls. That being the case, he could've created the black star dragon balls before becoming guardian.

Shenron couldn't wish someone back a second time while Porunga could, but that was seemingly just because Kami had the strange rule that the same wish couldn't be made twice (rather than Porunga being super juiced or something). ** Now that being said... The Cerealian Dragon Balls definitely do some impressive things.
