I think that Aragorn only climbed the hill because of the fireworks seen there earlier, he hoped to find a sign of Gandalf (or perhaps even Gandalf there, waiting for them.

As for why the Nazgul did not press their attack on Frodo and company at Weathertop, Aragorn has answered that.
